Background: The instant petition was filed by Assam Power Distribution Company Limited (APDCL) on 11.07.2025 seeking approval of the Ceiling Tariff for RESCO Model Solar Projects in PM Surya Ghar: Muft Bijli Yojana for saturation of Government Buildings under the provision of Regulation 12 of the AERC Grid Interactive Solar Guidelines 2019 and Section 63 of the Electricity Act, 2003.
