The amendment introduced solar-hour and non-solar hour access, but developers, including NSEFI and Azure, highlighted difficulties in meeting the original three-month timelines due to capital expenditure commitments, unclear non-solar hour power tenders, evolving procedural guidelines, and land-related bank guarantee challenges.
