Background:
The present Petition is being filed by Dakshin Haryana Bijli Vitran Nigam (hereinafter referred to as “DHBVN/ Petitioner” for the sake of brevity) through the Chief Engineer, DHBVN who is authorized to file the instant Petition and is otherwise also well conversant with the facts of the case.
