Background: The present petition is being filed before this Hon’ble Commission under Section 181 of the Electricity Act 2003 for removal of difficulties which the petitioner and many more such consumers / applicants are facing in getting the regular electricity connections, or even the partial load from the distribution licensee DHBVN especially in the areas developed by the developers / builders in the state of Haryana on account of arbitrary application of certain provisions of the Electricity Supply Code, Duty to Supply Regulations, and the Load Norms circulated by the licensee Respondent and the Respondent’s method of arriving at the ultimate load from kilo Watt (kW) to kilo Volt Amperes (kVA).
