Background:

In exercise of powers conferred by Section 91 read with Section 181 of the Electricity Act, 2003 (Central Act 36 of 2003) and all other powers enabling it in this behalf, the Joint Electricity Regulatory Commission for the Union Territories of Jammu & Kashmir and Ladakh, with the approval of the Central Government, do hereby make the following regulations, namely:-
