The Commission vide its communication dated 18.09.2018, interpreting Section-2(8) of the Act, had informed the ESCOMs that unless a Power Plant is set up by Group Captive Users themselves, primarily for their own use, they cannot claim the status of ‘Group Captive Generators / Group Captive Users’.
