Reflecting on the agenda items, he informed the Forum that the first discussion would be on the FOR-Model Staff Regulations, considering the fact that Commissions are struggling to get quality manpower and that officers and Staff of the Commission need to be motivated enough by giving better salary structure and perquisites as also enabling inter-Commission transfers.
