MPERC: MPERC(Forecasting, Scheduling, DSM & related Matter of wind & Solar Generating Stations)(3rd Amendment)Regulation

Madhya Pradesh Electricity Regulatory Commission (Forecasting, Scheduling, Deviation Settlement Mechanism and related Matters of wind and Solar Generating Stations) Regulations, 2018 (Third Amendment) {AG-44(iii) of 2025}

Amendment to Regulation 2 of the Principal Regulations.

A new sub-clause (c1) shall be inserted after existing sub-clause (c) of clause 2(1) of the Principal Regulations, namely:

"(c1) 'Area Clearing Price' or 'ACP' means the price of an electricity contract for a time block transacted on a Power Exchange after considering all valid buy and sale bids in a particular area(s) after market-splitting;"

Sub-clause (d) of clause 2 (1) of the Principal Regulations shall be substituted by a new sub-clause (d), namely:

"(d) 'Available Capacity' or 'AvC' for wind or solar generators, which are state entities, shall be the cumulative capacity rating of the wind turbines or solar inverters that are capable of generating power in a given time-block:

Provided that in case of Solar Wind Hybrid Generating Projects, the Available Capacity shall be the cumulative capacity rating of the wind turbines or solar inverters that are capable of generating power in a given time block but not exceeding the quantum in MW for which connectivity permission is granted and for the same Bulk Power Transmission Agreement (BPTA) has been executed:

Provided further that the aforesaid projects may or may not have Energy Storage System;"

Sub-clause (h) of clause 2 (1) of the Principal Regulations shall be substituted by a new sub-clause (h), namely:

"(h) 'Deviation-RE (also termed as Absolute Error') shall mean the absolute value of the error in the actual generation of wind, solar, hybrid of solar and wind generators with or without ESS which are state entities with reference to the scheduled generation and the 'Available Capacity' (AvC), as calculated using the following formula for each 15-minute time block:

Error (%) = 100 X [Actual Generation- Scheduled Generation]/(AvC);

Provided that the Deviation of Stand-alone ESS which are state entities shall be calculated using the following formula for each 15 minutes time block:

Deviation-general seller (Dgs) = (Actual Generation-Scheduled Generation);"
