Background: Rewa Ultra Mega Solar Limited (RUMSL) and MP Power Management Co. Ltd., (MPPMCL) have filed the instant petition under Section 63 of the Electricity Act, 2003 inter alia, seeking certain additional deviations from the provisions of the "Guidelines for Tariff Based Competitive Bidding Process for Procurement of Power from Grid Connected Solar PV Power Projects" ("Solar Bidding Guidelines") issued by the Ministry of Power, Government of India ("MoP") under section 63 of the Electricity Act, 2003 ("the Act") in respect of the bid process initiated for development of grid-connected ground mounted solar photovoltaic (PV) projects with co-located battery energy storage systems ("BESS") assuring 440 MWh of peak power supply with a maximum power offtake obligation of up to 600 MW ("Project") in the Morena solar park ("Morena Solar Park") at Morena, Madhya Pradesh ("MP") ("Bid Process").
