Background: The Petitioner, TP Central Odisha Distribution Limited ("TPCODL"/"Petitioner"), a distribution licensee, has filed this application u/s 86(1)(k) of the Electricity Act, 2003 ("the Act") read with Regulation 76(1) and Regulation 76(2) of the OERC (Conduct of Business) Regulations, 2004 ("the Regulations") seeking issuance of a comprehensive policy framework/guideline by this Commission governing the conditions, eligibility criteria etc.
