Background: The Petitioner (UPPCL) has filed this Petition under Section 86(1)(b) of the Electricity Act, 2003 read with relevant provisions of Uttar Pradesh Electricity Regulatory Commission (Conduct of Business) Regulations, 2019 seeking approval for the procurement of 511 MW hydro power on long term basis from Khorlochhu Hydro Power Station in Bhutan starting from 01.
