After regulation 3.1 the following Regulation shall be inserted: "3.1(A): Notwithstanding anything to the contrary contained elsewhere in these Regulations, the fees specified in the Schedule-1 shall be revised annually with an escalation of 3.40% to account for inflation, effective from the base year 2014-15 up to the previous year.
