Background: The instant Petition was filed by Assam Power Distribution Company Limited (APDCL) on 7th July, 2026, under Regulation 11 (Power to amend) of the Assam Electricity Regulatory Commission (Fuel and Power Purchase Price Adjustment) Regulations, 2024, seeking addendum /amendment of Regulation 2 and 3 of the said Regulations and clarification regarding the regulatory treatment of supplementary power purchase bills within the FPPPAS calculation framework.
