Background: The Petitioner, POWERGRID KPS2 Transmission System Limited, (hereinafter referred to as ‘PKPS2TL’), has filed the present Petition under Section 14 of the Electricity Act, 2003 (hereinafter referred to as ‘the Act’) read with the provisions of the Central Electricity Regulatory Commission (Terms and Conditions for grant of Transmission Licence and other related matters) Regulations, 2009 (hereinafter referred to as ‘the Transmission Licence Regulations’) for the grant of a separate transmission licence for the implementation of transmission system for “Inter connection of RE developer’s DTL at Bay no:416 of KPS-2 (400kV Bus Section -I)” through “Regulated Tariff Mechanism” (RTM) mode (hereinafter referred to as the ‘transmission scheme/project’).
