Background: The present petition has been filed by Petitioner-HPPC seeking clarification regarding the scope and applicability of Regulation 3 of the HERC (Terms and Conditions for determination of Tariff from Renewable Energy Sources, Renewable Purchase Obligation and Renewable Energy Certificate) Regulations, 2021 (for brevity “RE Regulations, 2021”) to the case of the Petitioner so as to ascertain whether the Bidder M/s Oasis Ethanol Industries Private Limited meets the qualification requirement, as mandated under Clause 1.
