Background: The present petition is being preferred by Model Economic Township Limited (“Petitioner”) under Regulation 9 to 11 the HERC (Duty to supply electricity on request, Power to recover expenditure incurred in providing supply and Power to require security) Regulations, 2016 ("Regulations, 2016")and Regulation 11 & 12 of the HERC (Single Point Supply to Employers’ Colonies, Group Housing Societies and Residential or Residential cum Commercial/ Commercial Complexes of Developers and Industrial Estates/ IT parks/SEZ) Regulations, 2020 ("Regulations, 2020") seeking relaxation, requisite clarifications/ directions/ removal of difficulty which has arisen in the implementation of the certain provisions of Regulations, 2016 & Regulations, 2020 in view the peculiar nature of the plotted residential colony being developed by the Petitioner.
