Background: Petition under Section 33 (5), 86 and other applicable provisions of the Electricity Act, 2003, read with Regulations 45 and 46 of the Punjab State Electricity Regulatory Commission (Terms and Conditions for Intra State Open Access) Regulations, 2011 seeking directions qua levy of penalty on Northern Railways for non-compliance of directions given by PSLDC, qua levy of transmission deviation charges and SLDC operating charges for over utilization of intrastate open access capacity by OA customers (non-consumers of distribution licensee/ generators/ traders), and qua apportionment of transmission deviation charges of State of Punjab between Punjab State Power Corporation Limited and Open Access Customers (Non consumers of Distribution Licensee)

Petitioner's Prayers:

Initiate proceedings for Levy of penalty on the Northern Railways for non-compliance of directions given by PSLDC.
