UERC: Petition of UPCL for Waiver of Rooftop Solar Meter Testing Charges and Approval of Digital Net Metering Agreements

Background: The present Petition dated 19.06.2026 has been filed by Uttarakhand Power Corporation Ltd. ("UPCL", "the Petitioner" or "the Licensee") seeking waiver of meter testing charges, dispensation with the requirement of execution of a separate Net Metering/Power Purchase Agreement (PPA), approval for adoption of a digitally integrated PPA, and consequential amendment and/or relaxation of the provisions of the UERC (Tariff and Other Terms for Supply of Electricity from Renewable Energy Sources and Non-Fossil Fuel Based Co-generating Stations) Regulations, 2023 ("RE Regulations, 2023") for facilitating installation of domestic rooftop solar power plants under the PM Surya Ghar: Muft Bijli Yojana.
