Background: The instant petition(s) have been filed by the distribution licensees in Haryana viz. Uttar Haryana Bijli Vitran Nigam Limited (UHBVNL), Panchkula and Dakshin Haryana Bijli Vitran Nigam Limited (DHBVNL), Hisar (DISCOMs), praying this Commission to exercise its inherent powers to relax / to remove difficulty, as provided in the ‘Haryana Electricity Regulatory Commission (Terms and Conditions for Determination of Tariff for Generation, Transmission, Wheeling and Distribution & Retail Supply under Multi Year Tariff Framework) Regulations, 2024’ (hereinafter referred to as ‘MYT Regulation 2024’), by allowing them exemption from the time limit of ‘(n+2) th month’ for charging of ‘Fuel and Power Purchase Adjustment surcharge’ (FPPAS), as specified under the Regulation 68 of MYT Regulation 2024 and allow recovery of same along with carrying cost in subsequent Financial Years on uniform per unit basis across all consumer categories.
